The latest state figures showed steady growth in 2025, with total lobbying spending hitting a record $384.8 million, as corporations, nonprofits, labor unions and other players look to lobbying firms to shape legislative, regulatory and budgetary outcomes.

Each year, City & State provides a comprehensive overview of the state’s top 50 lobbying firms. Firms are ranked based on 2025 lobbying compensation, using the latest numbers reported to the state. We omitted organizations lobbying on their own behalf and combined entities in the same corporate family. We asked the 50 top firms to share their biggest accomplishments from the past year. We are highlighting each firm’s executives, industries and clients as well.

Atop year’s list is Brown & Weinraub, with annual lobbying compensation rising by more than $2 million. Another standout is Hollis Public Affairs, which vaulted from No. 26 into the Top 10. Cojo Strategies, Masiello Martucci Hughes Kulpa and O’Donnell & Associates enjoyed significant growth year over year, while one notable newcomer is Jason Laidley’s London House, making a splash at No 32.
